Felix Mensah Nii Anang-La met with all staff of the Tema Metropolitan Assembly (TMA) to introduce himself officially to them, interact, listen to their concerns and also spell out his plans and initiatives for the motivation of staff and for the transformation of Tema Metropolis.

In attendance were the Presiding Member, Hon. Richard Fiadomor, the Metro. Co-ordinating Director, Mr. Emmanuel Abuanor Nortey, all heads of departments and units as well as staffs working at the various departments, units and sub-metros of TMA. The durbar which was well attended enabled the MCE to highlight his plans and ideas for the transformation of Tema which he describes as “Tema Restoration Agenda”. With this agenda, the MCE outlined a number of programmes, plans and initiatives to cover areas of education, health and sanitation, trade and industry as well as bribery and corruption among others as part of key indicators to drive the agenda.

Key Areas for the Restoration Agenda

There were a number of key areas the MCE spelt out in his maiden engagement with staff of TMA. He believes these strategic areas of improvement will help change the face of Tema and restore the lost image of the once beautiful city of Tema in West Africa which was built by our forebears to its proper place. The major areas identified under the “Tema Restoration Agenda” include the following:

Education

One key area in all spheres of life which is the bedrock of human civilization is education. In the strategic vision on the Tema Restoration Agenda, the following aspects will be introduced:

To sign a Memorandum of Understanding (MoU) with industries in Tema purposely for internship programmes for Technical and Vocational students within the Metropolis.

Tema Technical Institute will be used as the pilot project to drive this agenda.

Reviving Inter-Schools Sports and Academic Competitions in a more vigorous and serious manner.

The MCE believes with adequate support to revive the games/competitions, more talents will be developed and students will be actively involved in building their future career prospects.

Plans and initiative to boost teaching and learning.

The MCE has a strong agenda to support teachers by motivating and providing them with quality incentives to improve their teaching skills and capabilities in various schools across the Metropolis.

Developing school parks and recreational centres across the Metropolis.

The MCE is of the view that school parks needs to be developed so it can serve as extra-curricular activities to school children and also prevent them from wasting their time at gaming centres.

Refurbishing dilapidated school buildings particularly with Kindergarten (KG) schools among others.

Health and Sanitation

Another major aspect in the Tema Restoration Agenda is the grave issue of health and sanitation. This particular area has been hit by lots of challenges in the past and some major reforms needs to be done to turn the tide. In identifying the plans to roll out under the health and sanitation aspect, the following points were made:

A need assessment will be done at the various government hospitals within the Metropolis e.g. Tema General Hospital.

The new MCE thinks a need assessment will guide him and the Assembly to deal with the immediate needs of the hospitals by looking at it from the short, medium to long-term approaches in tackling the challenges.

Providing an office location to the Environmental Protection Agency (EPA) at the TMA’s Office building.

In line with his strategic vision, the MCE believes the officers at EPA located within the Assembly’s precincts will easily and timeously deal with matters regarding citing of gas filling stations, providing permit to such individuals and also address environmental concerns in the Metropolis within the shortest possible time.

To assess and evaluate the GAMA sanitation programme for the needed attention and support.

Again, the new MCE agrees with the fact that, sanitation issues is a major concern and therefore, the GAMA project on sanitation in particular will have to be re-assessed and evaluated so the Assembly can find better ways of reaching out to all residents in the Metropolis to support and patronize the introduction of the projects.

The need to tackle solid/liquid waste disposal in the Metropolis.

The MCE has the strategic plan of improving on solid/liquid waste in the Metropolis by introducing projects to deal with the situation.

Organizing meetings with security heads and management to address security matters on sanitation and others is high on the Tema Restoration Agenda of the MCE.

Placing CCTV camera’s (possibly on street and traffic lights) in order to monitor and check security issues and other nefarious activities during the day and nights will be tackled as well.

Trade and Industry

The third major aspect in the Tema Restoration Agenda by the new MCE is on trade and industry. The MCE outlined a number of points under this aspect which has been provided as follows:

There will be freeing up of space at lorry parks and market places in order to keep a congenial atmosphere at those centres.

Market and Lorry park tolls will be modernized. This means the Assembly will introduce modern technology and introduce strategies to collect all tolls as part of the revenue mobilization drive.

Collaborating with industries to find solutions to various development gaps in the Metropolis and to seek support from them.

Tackling Bribery and Corruption

In relation to H.E. Nana Akufo-Addo’s cardinal principle of tackling the endemic situation of corruption bedevilling our country, the new MCE for Tema supports the President’s view by tackling bribery and corruption with the seriousness it deserves. He assured that the following aspect will be tackled;

Tackling bribery and corruption using professionalism and accountability practices to deal with the situation.

Conducting an HR audit and finding competencies to fit into the right duties and offices.

Getting a better understanding of the TMA organogram in order to know the staff strength under each department/unit for appraisal purposes.

Other Issues of Concern

To fulfil the Tema Restoration Agenda, the new MCE believes some aspects in the development of Tema Metropolis needs urgent attention which includes the following:

Planting of grasses or ornamental plants at various locations and centres as well as uprooting and trimming of over-grown trees across the Metropolis will be tackled.

Dredging of Chemu Lagoon will be done by soliciting for dredging machines and equipment for the exercise within the shortest possible time.

The MCE made it clear that building a Port City will require some collaborative efforts with Tema Ports and the various industries located in Tema.

Re-designing TMA’s website to accept questions, comments and suggestions will be effected accordingly.

Staff Concerns and Issues

After laying down his plans for the improvement of Tema under the Tema Restoration Agenda, the staff asked various questions ranging from motivation (i.e. paying allowances, providing working tools and equipment, decongesting size of class at basic school level by building more schools, addressing deplorable roads within the Metropolis among others) were raised. The Chief Executive assured all staff that, he understands their concerns very well and those motivational factors pertaining to their work will be adequately addressed under his tenure.

Additionally, the MCE admonished all staff at the durbar to avoid any negative acts in their line of duty by striving to work assiduously for the development of Tema and also help him achieve his vision on the Tema Restoration Agenda.

A durbar was held on Friday, 26th May at the forecourt of the Assembly where the new Metropolitan Chief Executive (MCE), Hon.
